Job Description:

The Massachusetts Rehabilitation Commission (MRC) is seeking a dynamic professional to provide effective leadership and management within a fast-paced Budgeting Department. The selected applicant will be responsible for the development and monitoring of the Agencys annual operating and trust accounts while providing leadership for the integration and coordination of all budget planning initiatives to link past financial results and current budget results to maintain long range budget forecasting. Multiple roles will also be reporting into the Budget Director.The Budget Director will provide overall support to the CFO by providing high-level analysis, assessment, budget-related services, and relevant budget information. The incumbent will be a strategic partner in tracking, analyzing and reporting of complex financial or operational measures used to determine operational performance, staffing needs, trends, or other measurements deemed valuable to the success of a human services agency which provides individuals with disabilities to live and work independently. MRC is responsible for Vocational Rehabilitation, Community Living and eligibility determination for the Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) federal benefits programs.Please Note:Applicants will need access to a reliable motor vehicle and current/valid Drivers License as travel is required approximately 20% of time./_Duties and Responsibilities (these duties are a general summary and not all inclusive)_/Budgeting and Financial Oversight:

  • Oversee fiscal responsibilities as they relate to the Massachusetts Rehabilitation Commission (MRC) state, federal, Trust accounts and inter-agency service agreement (i.e. ISAs) financial management.
  • Prepare annual ANF spending plans and enter accordingly in the Massachusetts Budgeting system, and respond to ANF, House and Ways means information requests.
  • Appropriate tracking, analysis and summary of H1, HWM, House Final, SWM, Senate Final, Conference priorities, Conference, veto recommendations and supplemental budget requests. Respond to budgetary inquiries from Executive Office of Health and Human Services (EOHHS), ANF, House Ways and Means and others.
  • Monitor monthly tracking of actual vs forecast, program caseload and expenses. Review with CFO, program Directors and/or Managers, District Directors, Associate Commissioners and Commissioner (on a needed basis)
  • Prepare Administration and Finance (ANF) quarterly report of actual and forecasted program caseload and expenses including program narrative (Legislative reports)
  • Draft and prepare the agencys annual report, House and Senate budget hearing materials, and agency staffing plan development*Payroll Fiscal Management:*
    • Ensure bi-weekly payroll certifications are complete and signed by the CFO, as well as semi-annual payroll certifications signed by the field offices
    • Confirm and validate the bi-weekly payroll for the agency is in compliance with the funding source(s)
    • Provide oversight for all agency Labor Cost Management transactionsLeasing:
      • Coordinate with Secretariat leasing office for all MRCs field offices, satellite offices and DDSs field offices including, but not limited to: space planning and lease budget projections
      • Review, coordinate, approve for signature of leasing documents and ensure that all lease payments are made in timely manner
      • Manage the agency COOP (continuity of operations) planCompliance & Internal Controls:
        • Prepare, monitor, evaluate and recommend internal controls, with state and/or federal compliance requirements
        • Prepare and assist with development or enhancement of fiscal management policies and procedures
        • Develops training sessions for direct reports and agency staff; Train staff in financial management*/_Preferred Qualifications:_/*
          • Familiarity with the principles and practices of financial management, including financial analysis budgeting, procurement, forecasting, and regulations as they relate to health and human service programs
          • Knowledge and understanding of accounting principles and practices applied to Generally Accepted Accounting Principles (GAAP), Generally Accepted Government Auditing Standards (GAGAS), Generally Accepted Auditing Standards (GAAS), and related accounting methods promulgated by the Government Accounting Standards Board (GASB) and the American Institute of Certified Public Accountants (AICPA)
          • Strong competencies in modeling and forecasting, analytic review and analysis as well as strategic and critical thinking
          • Demonstrated knowledge of accounting policy and regulations with skilled financial reporting, planning, and metrics
          • Solid written and oral communication skills and proficiency establishing and maintaining harmonious working relationships with a variety of staff, organizations and stakeholders.
          • Talent for managing and leading people, ability to connect on an individual level and to develop and empower staff.
          • Capacity to apply and explain pertinent laws, rules, regulations, policies and programs
